In a new effort to manage Municipal Solid Waste (MSW) in a sustainable manner, the Ministry of Urban Development (MoUD) will support the ULBs (urban local bodies) to market compost directly to farmers and claim market development assistance (MDA) of Rs.1500 per tonne.  

The Ministry of Chemicals and Fertilizers in collaboration with MoUD has released operational guidelines to an amendment in the policy on the ‘Promotion of City Compost’, which will allow the ULBs to market compost directly to farmers and claim market development assistance of Rs.1500 per tonne. The move will help in increase of volume of sale and make the compost available to farmers at affordable prices. Market development assistance would lower MRP of city compost for farmers.

Post the amendment made in the policy, Shri Praveen Prakash, Joint Secretary, MoUD and Mission Director, SBM (Urban) said, “Extending help to cities in managing municipal solid waste is one of the key initiatives being undertaken under Swachh Bharat Mission. The new policy will provide support to cities in managing the waste and marketing the compost in a sustainable manner’.

Apart from the MDA of Rs. 1500 per metric tonne of city compost, MoUD will also provide a viability gap funding of 35% to states to set up new compost plants. The cities can now take advantage of this provision to ensure setting up new compost plants, reviving of closed compost plants and upgrading the existing plants working at sub-optimal capacity to function at full capacity.

There are 95 functional/sub-optimal compost plants in the country with a production capacity of 23.6 lakh MT/annum. At present, total production of city compost from these plants is approximately 3.30 lakh MT/annum. Additionally, there are 313 plants under construction/up gradation/revival with a capacity of 23.1 Lakh metric tonnes/annum. Cumulatively, taking into consideration both functional
